Man killed in late-night shooting in Norfolk – Daily Press

A man was killed in a shooting in Norfolk late Monday night, police said.

Officers responded to the 1300 block of Sunset Drive in the Bayview neighborhood at about 11:55 p.m. following a report of an unresponsive person, according to a news release from the department. They found a man at the scene suffering from a life-threatening gunshot wound.

The man, whose name not been released while police work to inform his next of kin, was pronounced dead at the scene.

Suffolk has officially surpassed Portsmouth in population. But Hampton Roads as a whole is lagging in growth. – Daily Press

For at least a decade, Suffolk has been closing in on Portsmouth in terms of population. Recent Census data show it’s finally caught up.

Suffolk grew by 2.3% between July 2021 and July 2022, reporting a population of 98,537, according to Census data. By contrast, Portsmouth’s population hit 97,029, which is down .6% over the same period.

The population changes makes Portsmouth the state’s 10th largest city, and moves Suffolk to the No. 8 spot.

Suffolk Mayor Michael “Mike” Duman said the milestone is no surprise as the city has been booming in recent years. The city’s population has surged by 48% over the last 20 years, according to Census data.

Big projects are on the horizon for the city, including the transformation of the former Elliott Hotel building into apartments. Others have already arrived, like the commonwealth’s first Amazon robotics-powered fulfillment center, for example.

“I think we’re in a very, very enviable position,” Duman said. “And it’s just incumbent on us to manage the demand. And I think we’re doing a relatively good job doing that.”

As a city with around 400 square miles of land to offer, Suffolk “kind of sells itself,” he said. Portsmouth and Suffolk also border each other in a way that allows residents to travel around the tolls.

“A lot of people work outside of Suffolk but they want to live somewhere where it’s not quite as congested,” Duman said.

By contrast, Portsmouth is much more densely populated with only about 30 square miles of land. And around 40% of that is nontaxable land.

Regional trends

Hamilton Lombard, who works for the demographics research group at University of Virginia, said Portsmouth has seen some decline over the last few years. But he said population growth across Hampton Roads in general has been lagging behind areas like Richmond and Northern Virginia, and also the southeastern region of the U.S.

Populations increased by double-digits in the 1980s in Hampton Roads (20%), the Richmond/Charlottesville metro region (14%) and Northern Virginia (34%), according to data Lombard provided The Virginian-Pilot. While the rate of growth remained high in the decades after in the Richmond/Charlottesville and Northern Virginia regions, growth began to slow for Hampton Roads to single-digit increases each decade. From 2010 to 2020, for example, Hampton Roads’ population grew by 5% while Richmond/Charlottesville grew by 11% and Northern Virginia grew by 14%.

“If Hampton Roads was growing at the rates the Richmond area was or definitely the way Raleigh was, Portsmouth would be certainly growing,” he said, referencing Raleigh, North Carolina, which grew 1.4% last year. “But the overall region is very sluggish growth.”

Some of the reasons behind the slower growth, Lombard said, could include cuts to U.S. defense spending over the years and a tunnel transportation system that some economic developers would see as holding the region back, making it harder to have a unified region and target market.

“It used to be up until the end of the Cold War that it really grew at similar rates to Richmond and Northern Virginia,” Lombard said. “But with the cuts in defense spending in the ’90s it’s never really caught back up. You had some of the Gulf War, Iraq and Afghanistan spending, which helped it. Overall, it’s really underperformed those other two big metro areas.”

Suffolk’s growth is despite that regional trend, he added. In Hampton Roads, Chesapeake (.3%) and Hampton (.1%) are the only other two cities that saw population growth from 2021 to 2022, albeit at a much smaller rate than Suffolk’s one-year increase of 2.3%.

Lombard said the population change in Suffolk and Portsmouth seems to represent a trend seen nationwide where more renters are moving out of urban areas and into more suburban areas to purchase homes.

“You start seeing growth shifting out of cities, out of Portsmouth, out of Alexandria, out of D.C., out of New York City into more suburban areas,” he said, adding that the pandemic exacerbated that trend.

Combine that with the challenge in a city like Portsmouth, he said, which has some older housing stock that may not be as appealing for younger families. Suffolk and Chesapeake, meanwhile, have more space for new development.

Doug Smith, president and CEO of the Hampton Roads Alliance — a public-private partnership of local leaders working to attract industries to the region — said Portsmouth shares similar challenges with cities like Newport News and Norfolk that are already largely developed.

That’s why redevelopment has to be the answer, he said. He cited Portsmouth’s work to transform the Victory Crossing area of the city near the casino as an example.

Smith, a Portsmouth native who formerly worked for the city and served a term on the City Council, sees growth on the horizon for Portsmouth, noting that it has the ability to position itself as a world class maritime center unlike any other.

Lombard also said the post-pandemic era raises a lot of questions for how the economy and housing market will look in the near future, and remote work trends can lead to new population trends.

Portsmouth plans

Portsmouth Mayor Shannon Glover said while Suffolk has more land to offer developers, Portsmouth still sits in a good position as the “epicenter of workforce development” in a central location and the arrival of the offshore wind industry.

Glover said providing adequate housing, particularly for lower wage earners, is a challenge for many cities. But the city is making strides. More than 1,000 new single and multifamily homes are under construction in the city. And last year, Realtor.com ranked Portsmouth the best market for first-time homebuyers.

“We continue to encourage young people when they’re looking at Hampton Roads to give us a chance,” he said. “And you’ll find a quality of life for what you pay in the city of Portsmouth is comparable to any other city in Hampton Roads.”

Portsmouth’s population did increase by about 3,000 people from 2019 to 2020, but has declined since then.

Glover also previously said the city has seen $1.5 billion in new private capital investments over the last six years. That includes an estimated $340 million with the construction of Rivers Casino, which opened in January in the city’s new entertainment district, along with an $84 million Lineage Logistics cold storage warehouse.

Portsmouth is also working with $19 million in federal funding for its High Street Innovation Corridor project, which would create a district intended to attract innovative and creative companies and workers.

“We’re not Virginia Beach. We’re not the resort city,” Glover said. “We’re not Suffolk with so much land we don’t know what to do with. But what we are, we’re a historic port city and we have a lot of amenities.”

Glover also said city leaders are working together to bring more workforce development and skills training for students.

“We know we’ve got a lot of work to do,” he said. “The biggest challenge that I see before us is us doing the things we need to do as leaders, making sure that we create the right image, the right environment, and also hold each other accountable for the success that we desire.”

Both Duman and Glover agree that working together regionally is critical to the success of their respective cities and all of Hampton Roads.

“I think regionalism is alive and well in Hampton Roads,” Duman said. “I believe everybody understands that what is beneficial to one of our Hampton Roads cities is going to benefit all of them, especially when it comes to economics, when it comes to addressing the increase in crime and violence. Crime doesn’t really have any borders.”

Glover said the success of the region and its cities are intertwined.

“(A) stronger Portsmouth is a stronger region,” he said.

Watchdog calls for House committee to uninvite RFK Jr. after his comments are blasted as antisemitic – Daily Press

NEW YORK (AP) — A Democratic watchdog group has called for a U.S. House committee to rescind an invitation to Robert F. Kennedy Jr. after the Democratic presidential candidate was filmed falsely suggesting COVID-19 could have been “ethnically targeted” to spare Ashkenazi Jews and Chinese people.

Kyle Herrig, executive director of the Congressional Integrity Project, sent a letter to Ohio Republican Rep. Jim Jordan, chairman of the House Select Subcommittee on the Weaponization of the Federal Government, asking him to disinvite Kennedy from a hearing scheduled for Thursday after the candidate’s comments at a New York City dinner last week prompted widespread accusations of antisemitism and racism.

A spokesperson for Jordan said he plans to move forward with the hearing Thursday despite disagreeing with comments Kennedy made.

In the filmed remarks first published by The New York Post, Kennedy said “there is an argument” that COVID-19 “is ethnically targeted” and that it “attacks certain races disproportionately.”

“COVID-19 is targeted to attack Caucasians and Black people. The people who are most immune are Ashkenazi Jews and Chinese,” he added. “We don’t know whether it was deliberately targeted at that or not but there are papers out there that show the racial or ethnic differential of impact for that.”

After the video was made public, Kennedy posted on Twitter that his words were twisted and denied ever suggesting that COVID-19 was deliberately engineered to spare Jewish people. He asserted without evidence that there are bioweapons being developed to target certain ethnicities, and called for the Post’s article to be retracted.

Researchers and doctors pushed back on the assertion, including Michael Mina, a medical doctor and immunologist.

“Beyond the absurdity, biological know-how simply isn’t there to make a virus that targets only certain ethnicities,” Mina wrote on Twitter.

Democrats and anti-hate groups quickly condemned the comments from Kennedy, who comes from one of the country’s most famous political families as the son of former Sen. Robert F. Kennedy and the nephew of former President John F. Kennedy.

“These are deeply troubling comments and I want to make clear that they do not represent the views of the Democratic Party,” read a Saturday tweet from Jaime Harrison, chair of the Democratic National Committee.

“Last week, RFK Jr. made reprehensible anti-semitic and anti-Asian comments aimed at perpetuating harmful and debunked racist tropes,” US Rep. Suzan DelBene, chair of the Democratic Congressional Campaign Committee, said in a statement on Sunday. “Such dangerous racism and hate have no place in America, demonstrate him to be unfit for public office, and must be condemned in the strongest possible terms.”

Asked about the video on Monday, White House press secretary Karine Jean-Pierre said Kennedy’s claims were false and “vile” and that “they put our fellow Americans in danger.”

The Anti-Defamation League also responded to the comments with a statement saying Kennedy’s claim is “deeply offensive and feeds into sinophobic and antisemitic conspiracy theories about COVID-19 that we have seen evolve over the last three years.”

And another anti-hate watchdog, Stop Antisemitism, tweeted, “We have no words for this man’s lunacy.”

On Monday, Kerry Kennedy issued a statement saying, “I strongly condemn my brother’s deplorable and untruthful remarks last week about Covid being engineered for ethnic targeting,” adding that the remarks don’t represent “what I believe or what Robert F. Kennedy Human Rights stands for.” She is president of the human rights organization.

Kennedy is set to address the GOP-led House subcommittee during a hearing Thursday to examine “the federal government’s role in censoring Americans.”

He has long railed against social media companies and the government, accusing them of colluding to censor his speech during the COVID-19 pandemic when he was suspended from multiple platforms for spreading vaccine misinformation.

Herrig’s letter to Jordan, first reported by Politico, called Kennedy “a total whack job whose views and conspiracy theories would be completely ignored but for his last name.”

It asked the chairman to disinvite the candidate from Thursday’s hearing because of “video evidence of his horrific antisemitic and xenophobic views which are simply beyond the pale.”

House Speaker Kevin McCarthy threw cold water Monday on the idea of disinviting the presidential candidate from testifying before Congress.

“I disagree with everything he said,” McCarthy said. “The hearing that we have this week is about censorship. I don’t think censoring somebody is actually the answer here. I think if you’re going to look at censorship in America, your first action to censor probably plays into some of the problems we have.”

Kennedy has a history of comparing vaccines – widely credited with saving millions of lives – with the genocide of the Holocaust during Nazi Germany, comments for which he has sometimes apologized.

His first apology for such a comparison came in 2015, after he used the word “holocaust” to describe children whom he believes were hurt by vaccines.

But he continued to make such remarks, ramping up during the COVID-19 pandemic. An AP investigation detailed how Kennedy has frequently invoked the specter of Nazis and the Holocaust in his work to sow doubts about vaccines and agitate against public health efforts to bring the COVID-19 pandemic under control, such as requiring masks or vaccine mandates.

In December 2021, he put out a video that showed infectious disease expert Anthony Fauci with a mustache reminiscent of Nazi leader Adolf Hitler. In an October 2021 speech to the Ron Paul Institute, he obliquely compared public health measures put in place by governments around the world to Nazi propaganda meant to scare people into abandoning critical thinking.

In January 2022, at a Washington rally organized by his anti-vaccine group Children’s Health Defense, Kennedy complained that people’s rights were being violated by public health measures that had been taken to reduce the number of people sickened and killed by COVID-19.

“Even in Hitler’s Germany, you could cross the Alps to Switzerland. You could hide in an attic like Anne Frank did,” he said.

The comment was condemned by the head of the Anti-Defamation League as “deeply inaccurate, deeply offensive and deeply troubling.” Yad Vashem of the World Holocaust Remembrance Center in Jerusalem said it “denigrates the memory of its victims and survivors,” as well as others.

After initially sticking by his remarks, Kennedy ultimately apologized, tweeting, “I apologize for my reference to Anne Frank, especially to families that suffered the Holocaust horrors.”

Then, days after he launched his presidential campaign this April, he wrote on Twitter that “the onslaught of relentless media indignation finally compelled me to apologize for a statement I never made in order to protect my family.”

A Tale of Two Armies: #Reviewing Putin’s Wars

Mark Galeotti would answer yes. His new book, Putin’s Wars: From Chechnya to Ukraine, relies on accepting that Russia’s military can be both good and bad at the same time. Galeotti portrays the Russian military, and particularly its army, as a dynamic organization wrestling with instituting generational change. Gutted by the fall of the Soviet Union and embarrassed at Grozny, the Russian military required a shock to the system, something akin to strategic, and surprisingly, bureaucratic electro-shock therapy. It had to change, not only to meet the times and the changing character of war, but also to preserve a Russian state reeling through strategic, imperial, and cultural collapse.

In the truest Russian sense, the required dynamism arrived with a strong-willed political leader who provided a top-down-driven clarion call to make the force relevant for the wars, and the Russia, of the future. Galeotti describes the synergistic relationship between Vladimir Putin and the Russian military and how Putin viewed his military as the heart of a new and more powerful Russia. Through the careful selection of a series of defense ministers, Putin began to break the back of a sclerotic and top-heavy officer corps and drove through professionalization and modernization programs intended to make the Russian military, and in particular the army, more lethal and agile. Galeotti shows how the development of new, exquisite, and made-in-Russia combat platforms, manned by a growing class of professional soldiers (Kontraktniki) came to symbolize this new strength. At the same time, Putin’s image became linked inextricably with the military, his and their public displays of strength serving as a sort of cultural and ideological feedback loop.[1]

Galeotti also outlines the selective and narrow nature of this modernization and professionalization across the forces. Unable to modernize a twentieth-century conscript army overnight, Putin and his defense ministers focused on segments of the force, building small islands of ready and highly capable formations amidst a sea of slower-to-improve conscript and reservist forces. At the operational level, this change became exemplified in the Battalion Tactical Group (BTG), a task-organized combat team built upon a foundation of new and old-but-modernized equipment, trained and proficient kontraktniki, and enablers intended to defeat adversary formations with a range of kinetic and non-kinetic effects. On paper, and to an extent in eastern Ukraine in 2014, the Battalion Tactical Group seemed a harrowing portent of what was to come.

What Galeotti expertly draws out, which I would argue few others have explained as convincingly, is how the Battalion Tactical Group concept, and the selective modernization and professionalization that undergirded it, reflected the Russian leadership’s contemporary vision of future war. Starting with the Second Chechen War, Putin and his coterie of advisors envisioned Russia fighting local wars, wars characterized as counter-insurgencies (Chechnya), border disputes against smaller powers (Georgia), proxy wars (Donbas), and selective power projection and anti-terrorism campaigns (Syria). Battalion Tactical Groups and selective modernization allowed the Russian military to rely on a small number of ready and capable forces to manage these conflicts, buying time for wider-ranging reforms to take place.[2]

Putin and his advisors began to view future war differently after witnessing NATO and the West’s first steps towards unifying against Russian assertiveness following its seizure of Crimea and interference in eastern Ukraine. The next several decades would be defined by the risk of regional wars, they argued, larger conflicts against states with near-peer capabilities in Russia’s near-abroad. These regional wars would always exist under the shadow of Western interference, they believed, requiring a level of joint and regional integration that had not existed since the Soviet era. By 2016, as Galeotti points out, the Russian military began the process of retooling for regional war, changing the command architecture to increase efficiency and jointness, at least on paper.[3] It also began to conceptualize the division as the primary unit of action in the ground domain, exploring ways to scale up Battalion Tactical Group structure to enable operational maneuver.[4] Reformers recognized the complexities this created, particularly in terms of logistics, power projection, command and control, and the integration of reservists. Given a decade or two, Russian military leaders believed they could create a new army, capable of ensuring Russia’s sphere of influence in the states of the former Soviet Union.[5]

In some ways, Russian military leaders simply ran out of time. As Galeotti sees it, the Russian military that invaded Ukraine was in flux. The invasion caught it in stride, moving towards a new organization, focus, and culture. In some ways, two Russian armies invaded Ukraine: one a small, professionalized, and modernized force with experience in smaller, lower-intensity conflicts; the other, a larger, primarily conscript force with little operational experience. The defining characteristic of Russia’s first year of war in Ukraine was the destruction of that first army outside of Kyiv and in the vicinity of Kharkiv and Kherson. The future of the second army remains in question.

In some ways, two Russian armies invaded Ukraine: one a small, professionalized, and modernized force with experience in smaller, lower-intensity conflicts; the other, a larger, primarily conscript force with little operational experience.
